Rem 721 stock way too low. Solutions?

I have an old Rem 721. I put a Nikon Monarch 3x9x40 on it with the lowest mounts/rings available, but the stock is way too low for me to comfortably look through the scope. I tried one of those wrap around riser pads that have foam inserts but the darn thing slips and moves forward. I refuse to cut the stock and install an adjustable riser. I have given up trying to make this outfit work and am shopping for another deer rifle. How do I make sure that I won't encounter the same problem with a new gun? Just because a stock has a cheekpiece doesn't guarantee a proper fit when a scope is mounted does it? I don't want to spend big money for another gun and be in the same fix I am now. I'd appreciate any advice you can give me. Thanks.
 
I think any replacement stock for a 700 BDL long action can be fitted to a 721. They can be had in a wide range of prices.
 
The older rifles made before the late 1960s will usually have too much drop at the heel to mount a scope and ahve proper eye alignment. They were set up for shooters to use iron sights. There are many drop-in aftermarket stocks available. If you choose to replace the rifle, try several rifles and find one that fits you well. Good luck.
 
When you say "can be fitted" I am taking that to mean there will have to be some alterations made to the new stock. I wouldn't attempt doing anything like that. On the other reply, I am taking "drop in stock" to mean that there are aftermarket stocks out there that I could simply drop the receiver/barrel into, bolt it into the wood and start shooting. Kind of an interchangeable stock. I would be very interested in that. Where would you recommend I look for such a "drop-in" stock? Thank you guys for the fast replies.
 
I have one to with low mounted scope the first thing to do is and it will save you a lot of time about 6 years. 1st throw the stock in the trash buy a bell and carlson ALASKA TI. 2nt glass bed it all the way up to the sight ring if yours barrle has it about 1 1/2 to 2". 3rd there is a safty recall on the safty by rem ($20.00 to U and $20.00 to rem) do a triger job at the same time set it light that is how far Iam doing 1 3/4 MOA at 100 with winchester ballistic tip 150 gr not to bad for a 46 years oid at newest my next step is barrle 270

I own several Remington model 721s and 722s and do not have an issue with the factory stock and low mounted scopes.
