Recommended pre-2003 modifications for Cal?

I understand the new California handgun regulations will be taking effect in Jan 2003. One rule is going to take away most post-factory modifications, according to a fellow at one of the local shops here. My question is, assuming there will be the usual "grandfather" clause, what mods would you make to stock autoloaders to increase their post-2003 value?

Also, if I have my facts wrong, please let me know.

They want to regulate aftermarket accessories and custom work on weapons???

That is going wayyyyyy to far. But then it's California..what did ya expect?

Not sure what 2003 law you are referring to. Whenever someone refers to such a law, I ask them what bill number it is, something like SB23 or AB1699 or whatever. There is so much wrong information passed by word of mouth that I ignore it and try to follow new legislation myself. Even the CRPA newsletter has outdated information sometimes.

A 1999 California law passed as AB15 requires handgun manufacturers to submit guns for testing before they can be sold. It took affect Jan 1, 2001. Some gunsmiths refused to do work on certain functions (triggers, for example) which could change the "safeness" and hence require the testing to be performed again. Certainly they could not build a gun on a bare frame and sell it, since that would be manufacturing, and would require submission and testing (for a fee) before it could be sold. Maybe there is a clarification to this issue buried in some legislation due to take affect in 2003.

I wouldn't try to have a gun modified in the hopes that it may increase the value later as that almost never happens.

I believe what I heard about is the 1999 law. Apparently, it is so confusing that the enacting regulations won't be worked out in time to go into effect before Jan. 2003. Thanks for clarifying the "safety" angle for me.

That is probably true in most cases, but I was thinking that if it becomes impossible to get some popular mods after next year, their value might rise.
 
So what lore, um, law, was your 'fellow at a local shop' (assuming an employee at a gun store) refering to? Like most, allmost all, gun store clerks in California, especially those from a large chain store with a name that sounds with Burners, they don't know Jack, or Jill, and for damm sure don't know anything about guns or shooting them!
If you want the facts, check the California DOJ website for any up and coming legislatition.

Haven't heard a thing about such a restriction in the 2003 law. I agree with 9X45: check the DOJ website for the straight stuff. I never trust the guys at the gun store counters for info on the law. :(
 
I thought AB15 mentiones something about new laws going into effect 1/1/2003 but it has been a while since I read AB15 is it entirity.

Tamara, I think it is a law in California that gun store employees must be mall ninja wannabe's who will repeat anything they have heard said in the store the day before as though it was fact. They export the excess idiots into Oregon.

In Arizona it just depends on the store you walk into.
 
Modifications for Kalifornia?

Amputate the parts where the liberal gun grabbers are, set it adrift in the Pacific and hide the rest in the Grand Canyon so they can't find their way back!:p
 
I looked through AB35 and SB52, which will in 2003 require a license to buy handguns, said license to include fees, thumb prints, safety training, written examinations and demonstration of ability with both a semi-automatic and a revolver. As draconian as these tyrannical, ultra-communist laws are, I saw nothing about modifications to handguns.

I am wiser today than I was a few days ago. It makes sense that the clerk would want to panic me to buy NOW.

I'm still working my way through the bill.
