I guess the question I have is what country are you in? If your in the states, it is my understanding that if it is over 10 round and made after the ban on civilians owning new hicaps, then it isn't legal. If they were bought before the ban then it shouldn't be a problem.
I have had Mags mailed to me before and to my knowledge there wasn't any problem( but they weren't mailed from out of country either)
I also have to add that this is my understanding and it could be way off.

There is an ATF form for importing magazine over the 10rd limit. The magazine either A. have to be LEO/Gvt Use ONLY, or (And this is what you care about) B. Manufactured Prior to 9/13/94 The AFT form lists the acceptable proof. I'll try to find the form and let you know what it is.
