rcbs decapping die ?

I use an RCBS sizing decapping die for 223. The problem is that the old primer is not always completely removed. M4eaning I have to work the handle a second time to get the primer all the way out. I have lengthening the pin and shortened the pin but that didn't help. Has anyone else had this problem and fixed it ?

Double check your dies' settings; not just the decap/expander itself.

Return to the RCBS instructions that came with the dies and follow.

We set up dies so many times over the years, sometimes we forget a simple step.
 
I've run into a couple of decapping/sizing dies that had a bit of a burr on the end of the decapping pin such that the pin would occasionally get caught somehow on the primer and pull it back up, partially reseating it. A few strokes with a fine file fixed the problem.
 
If they are once fired military cases, the spent primer may be hanging up on the military crimp. If so, remove the crimp and you should have no problem with future reloads.
 
"...had this problem and fixed it..." Yep. Turn the decapping pin rod down a bit more. It doesn't do anything else that is position critical.
Assuming it's not milsurp brass like mkl says and the die is set up correctly like ammo.crafter says. Never seen burrs on 'em myself.
 
My decapping pin(s) extend a good .250" below the base of the die. When the resizing dies are set up correctly it is hard to not punch the spent primers out. If you are not getting primers out the odds are the die is not setup correctly.

rebs, the case head protrusion from the die while in the shell holder is .125", and then there is the height of the primer. If you want the primer to clear the primer pocket add the deck height of the shell holder to height of the primer.

Or, because you are using a RCBS sizing die raise the ram to check if the primer drops. If it doesn't loosed the lock nut for the seating stem and then lower the stem until the primer drops. Most RCBS stems have a slot in the top for adjusting and holding the stem when securing the lock nut.
