I shoot Fed GM308M out of my Savage. I was looking for the best way to go about setting up a range card. How trust worthy are the ballistics Federal prints? How much could they vary with my rifle? And what is the most modern way of measuring wind velocity?

The ballistics Federal prints are fairly close... having said that though you have to use them as a "base" to make up your own! They should get you on paper but each rifle is different so there will be variances.

The only way to get a dedicated table is to shoot your rifle at all the distances you want. This will also give you your come ups/downs for your scope.

I would think the most moder way of measuring wind velocity would be to have windometers (or whatever they are called) set up every 10 yards btwn you and your target. have them run into a ballistic computer that computes the average where closer screens have less of effect then the farther screens (bullet would be moving slower and wind would have more effect).

There are a few different kinds of windometers out there, never used one so don't know that much about them. You may want to check over at Sniper Country... they may have something on it.
 
Actually, the wind near the shooter affects the bullet path more than the wind nearer the target, even though the bullet is moving slower the farther out you go. This is because a small change early on in the flight results in a large impact point change farther out. For example, when shooting at, say, 600 yards, a 1 MOA change in the bullet path introduced at the 100 yard mark by a near wind will result in approximately a 6" change in impact by the time it gets to the target at 600 yards, while a 1 MOA change in the bullet path at the 500 yds mark will only change the impact 1" or so at the 600 yd mark.
