Question for Stevens 311 owners

I`m looking for a Stevens 311 12ga. and need some answers on it please. First, what does C&R Eligible mean ? Also, can you shoot steel shot ? and if I go with a full/mod choke double how well does it spread open if I also want to bird hunt with it or is a I/M chokes a better choice. I know i`m asking for the best of both worlds but I can`t afford the 411 upland. Although that would be the choice to have, I just like the double triggers on the 311.

C&R eligible would mean the shotgun is 50 years old or older.....therefore I would not shot steel shot in it.
 
Model 311

I had a Stevens 311 until I gave it to my son a few years ago.
I bought it at Montgomery Wards in 1948. I was 14 yrs old at the time. (They didn't have laws then like they do now) It shot well, I liked it, I didn't care for the plastic stock tho. I also bought a Mossburg 22 about the same time. I was working at Walgreens so I had a little money.
