Question for any NJ experts

Hi all,

NJ question: Moved towns a few years ago, filled out the forms for a change of address for my Firearms Purchasers Card, not a new request to purchase. Got it back from the PD with a bill for $16 to conduct a Request for Criminal History Search and a Mental Health Records search.

Does this seem strange, its just a change of address. I have not criminal or metal heath issues so I am not worried, just seems like a bit of revenue grab on the part of the town.
 
if it's been either 12 months or 24 months (i can't remember) since you last got a permit to purchase a firearm, you're required to have another one of those.
 
Any move, even change of address within the same town, can trigger the requirement for a new background check. Certainly changing town of residence.

It is every 12 months for the new background check in NJ.
 
I think the firearms ID is good for life. I can't find any requirement listed in the law about keeping the address current.

N.J.A.C. 13:54-1.7 Validity of firearms identification card and permit to purchase a handgun
(a) A firearms purchaser identification card shall be valid until such time as the holder becomes subject to any of the disabilities set forth by law and this subchapter pertaining to an applicant's eligibility. Upon becoming ubject to any of the disabilities set forth in this subchapter, the card shall be void and shall be returned to the Superintendent within five days.

(b) A permit to purchase a handgun shall be valid for a period of 90 days from the date of issuance and may be renewed by the issuing authority for good cause for an additional 90 days. In no event shall a permit to purchase a handgun be valid for more than 180 days from the date the permit was originally issued.
