Question about NEF shotguns

I have a question about purchasing extra barrels for the NEF Pardner single-shot shotgun. NEF/H&R's site says that they need you to ship them your receiver to fit an extra barrel. Seems reasonable to me, but why do they have this policy? Is it to make sure you don't install it incorectly and hurt yourself (in other words, someone lawyer'ed up NEF).

I'm also curious as to wether it's possible to buy the barrels separate from someone else. I've checked Midway, Brownels, and ebay, but couldn't find anything.

I'm asking this because i'd love to have a system like theT/C Encore rifle, one receiver that can mount multiple barrels. I think it would be nice to have one Pardner with 12, 20 and 28 barrels.
 
Even though most everything is CNC machined these days, some things still have to be hand-fitted. The pivot pin needs to be fitted in this way to make sure the barrels are headspaced properly. It's a safety thing.
 
Anyone know what kinda safety devices are featured on H&R/NEF shotguns?

If there was a hammer block of some sort, that would be nice.
 
The way they a designed there is a fair amount of hand fitting at the front pivot pin area of the barrel.Take your barrel off and you will see what I mean.If its not fitted correctly they have a tendency to pop open when fired or the opposite,be hard to open.I do believe they have a transfer bar type safety along with the manual cocking hammer.
