Question about Illinois Law

Hi, I was wondering if anyone knows the laws in IL regarding minors and handguns. I know that the law states you have to be 21 to buy a handgun, but do you have to be 21 to possess a handgun? I guess he wouldn't be able to buy any ammo for it, but...eh.

A have a cousin I would like to give a revolver as a gift to, but he is under 21. He has his FOID card and owns four rifles, including an SKS, so he knows gun safety and is very well versed in firearms. I would really like to gift him a gun but I want to adhere to the law!

Would it be legal for him to have it even though he won't be 21 for a year or two? Again, he does have his FOID and a lot of long guns. I want to make sure I do things by the numbers. I've looked at the laws and I can't figure this out. Thanks in advance, guys and gals.

I'd suggest consulting an attorney who has a vested interest in providing you with correct advice by virtue of your payment and his or her law license, rather than a message board. Illinois has among the worst gun laws in the country, so better safe than sorry, I'd say.
 
Sec. 24‑1.6. Aggravated unlawful use of a weapon.
(a) A person commits the offense of aggravated unlawful use of a weapon when he or she knowingly:
(1) Carries on or about his or her person or in any
vehicle or concealed on or about his or her person except when on his or her land or in his or her abode or fixed place of business any pistol, revolver, stun gun or taser or other firearm; or
(2) Carries or possesses on or about his or her person, upon any public street, alley, or other public lands within the corporate limits of a city, village or incorporated town, except when an invitee thereon or therein, for the purpose of the display of such weapon or the lawful commerce in weapons, or except when on his or her own land or in his or her own abode or fixed place of business, any pistol, revolver, stun gun or taser or other firearm; and
(3) One of the following factors is present:
(I) the person possessing the weapon was under 21 years of age and in possession of a handgun as defined in Section 24‑3, unless the person under 21 is engaged in lawful activities under the Wildlife Code or described in subsection 24‑2(b)(1), (b)(3), or 24‑2(f).
