question about custom rifle

I have a custom rifle that was built on a gew mauser action. On the barrel next to the front of action ring is the name Isaac's and .243 winchester. On the bottom of barrel is 4/12/61 there are no other marking on barrel. The action has the regular military proof marks. I know it was made by Isaac's custom rifles (Duh) but no one can give me any info on this builder. It is a really nice rifle with jeweled bolt nice handle and very nice shooting. Any info on Isaac's would be nice.

Isaac could well be the original owner's name and not the builder. Mind you, there have been lots of small smithy shops open and close over the years.
