i live in texas and im wanting to get a public land permit. if i get one can i shoot on these public lands? not hunting. just a weeking of shooting?

Okay: What little public land there is in Texas is regulated by the Parks & Wildlife Commission. They would be your best source of information. Odds are, a phone call to a local office would provide you with some help. The state owns land as wildlife preserves, but SFAIK they don't allow casual plinking. Hunting is by permit.
Otherwise, you're stuck with range fees. The final option would be to make the rounds of farms and ranches to see if they allow strangers on their property. Small town seed'n'feed stores could be a source of information, as might be the same at small-town gunshops.

Texas is divided into 8 Public Hunting Regions,
So, if you can tell me which major city you live closest to
El Paso - Marfa
Amarillo - Lubbock
Midland-Odessa
Dallas
Austin
Henderson - Carthage (not very big cities, I know, but...)
Houston - College Station
Kingsville - Brownsville
I can look up which Public Hunting area has a firing range on it. Only a few of them do, but I have the most current Map Booklet for Texas Public Hunting Lands, so I can look it up for you. Of course you will have to buy the $48 Public Hunting Lands Permit to use one of these ranges, but that is probably cheaper than joining a local gun club.

langenc, it depends on whether or not there is a local gun club. For me, for instance, it's an 85-mile drive--which is part of why there is a benchrest on my front porch.

Louisania is the same way, verry little public land(that isnt swamp), and the hunting clubs want $500+/py for lousy hunting area, and verry tightly scheduled shooting/hunting times.
Thats why i pay $225/py for a membership at a local range.
