Proposed Utah CCW Rule Changes - IMPORTANT!!

I received the following letter from Utah BCI, note that they are considering a requirement that all CCW instructor be residents of Utah. I ask all parties interested in obtaining a CCW to write today, expressing your strong preference for the continued certification of non-resident instructors.
**Urgent Notice ** Proposed Rule Changes

The Division has proposed several changes to the Concealed Firearm Permit Rule (R724-4) that will directly impact all firearms instructors. Utah law requires the Division to notify all "interested parties" thirty days in advance of the date that the proposed rules would go into effect. Interested parties are given the thirty day period to offer comment on the proposed rule changes. In this case the proposed rules may go into affect on January 3, 2001. Comments on the proposed rules must be submitted to BCI in writing and be received no later than January
2, 2001.

A brief summary of the proposed rule changes is as follows. First, a new section (R724-4- 15) will be added to prohibit the wearing of unauthorized badges by permit holders and firearms instructors. Wearing any badge or identification or making any statements that imply affiliation with Federal, State or local governmental entities will be prohibited. A second change will add a requirement that all firearms instructors be residents of Utah. Next, the proposed rule would require firearms instructor applicants to submit a photocopy of identification with their application. Finally, a provision would be added to require firearms instructors to re-certify every two years at a cost of $5.00. The provision for re-certification will be helpful to the Division for the purpose of keeping the training guidelines current. It will also allow the Division to ensure that all instructors continue to be eligible to possess firearms by requiring a new background check every two years during the re-certification process.

Look at these changes... Most of them are just fine.
As much as I hate having to register ANYTHING... including software in some cases... These are very reasonable.
The Badges... I HATE those... CCW badges are IMO retarded. They are a very good way to get yourself in a lot of trouble. This is an item for another thread.
The Resident Requirement seems resonable - but in fact is not. This means that the best instructors in the nation can teach everywhere in the country - accept Utah.
This means Utah Gun Owners are getting the short end of the stick.

I question why this is... and I suspect this has come from pressure of current resident instructors. These instructors are coasting on a Good Old Boy System here.
By Law - a CCW class does not have to include any range time... Just classroom. I know of a couple in Salt Lake that when they teach - Never actually even SHOW a gun to the class! They show a couple videos... I suspect "Surviving Edged Weapons" is one of them... And then a little Lecture. Its bullcrap. Totally a waste. I have talked to many that have taken classes and NONE of them said they learned anything.
Thats sad. Everytime I gave a class - I put a lot into it... I made sure everyone got something out of it other than just a paper stating that they met State Requirements.

Enough of that rant...

The Photo Copy - thats fine. Usually you have to provide a passprt type picture anyway when applying for a CCW... Why not the same for the Teacher? I can live with that.
Five bucks to recertify... I can live with that too. Thats fine.

So - to sum it up.
1. The Resident claus is unwarranted and irresponsable.
2. State requirements on class content is too low. And the class should be required to physically demonstrate safety skills AND a degree of skill in the application of the weapon. Meaning the student needs to be able to hit the paper... Hopefully keeping all the rounds in the black.
