Proper pistol aiming

I recently shot my new Ruger P97 .45 ACP. I sighted properly and I have a good strong steady grip. My shots all seem to hit about 16 inches below my target. To hit the chest I have to aim at the head. My shots were at 25 yds using Winchester FMJ 230 grn and Federal hydrashock 165 grn. I am new at pistol shooting so I'm not sure if it's me or my gun. I'm told the Ruger is above average in accuracy. Is that amount of drop normal at that range? Is there a sight that teaches basic aiming techniques?
