Private Handgun Transfers

As I understand it, Federal law states that it is legal for handguns to be sold to people under 21 through private sales, but not FFLs. My question is if this also holds true in Illinois. I looked around and it looked like I can own, transport, and hunt/target shoot with one, but I didn't see anything about handgun sales. But then again, I don't have tall enough mental waders to make it through all the Bull$h1t in those documents. Just wondering if anyone has had any experience with this. I was thinking about asking the state police, but I kind of wonder if that would put me on their watch list or whatever. Also, if I buy out of state (do under 21 private sales have to be legal in the other state too in this case?), but have to have it transfered through an FFL (you can buy in another state, just not take possession there, right?), does it count as buying through a licensed dealer. If so, is it because I would be paying them a fee for the transfer?
 
You are in the clear on private party transfers from the federal aspect. Obviously, since a gun coming from a different state must go through an FFL, you can't get it.

Someone under 21 cannot recieve a handgun from an FFL holder, in any circumstance.
