members of congress are privileged from arrest while congress is in session. however, some party-list congressmen were apprehended on charges of rebellion and inciting to rebellion when pres. proclamation 1017 was issued. did the rights of these congressmen violated based on the prevailing situation?

Seems that in the Phillipines that the President in a case of invasion or rebellion/public safety can suspend the writ of habeas corpus for sixty days. However, the President must submit a written report to congress within 48 hours. However, your constitution implies that constitutional rights are not stopped merely because of an emergency and that if able to function the civilian court are the ones who decided matters of law and constitutionality not the executive branch.

So they can be suspended for a limited time.
