Pre-ban upper?

Correct me if I am wrong, but the only things that make an upper pre-ban (even if it was manufactured yesterday) is if it has a threaded barrel, flash hidder, bayo lug, or a combo of the above. Now I'm just learning about AR's, but I got confused by a guy at a show selling a pre-ban bolt carrier. Does such a thing exist, and even if it does, is it important?

I was under the impression that even if you have a pre-ban upper, you could make it post-ban by just changing the barrel. Or am I the one who's wrong?

Never heard of a pre-ban bolt carrier. There are basically three types of bolt carrier.

There is the M-16 bolt carrier - which is illegal to have in an AR-15 period. Ownership of the bolt carrier and an AR-15 equals an illegal machine gun in the view of the ATF.

Then there are two types of AR-15 bolt carriers. One with a very tiny underside and one with no underside at all (made to prevent M-16 conversion kits from being used). Either one of these is perfectly legal (under federal law - check your state laws) to use in a pre or post ban upper.
