pre-ban SKS

I've heard people talking about pre-ban SKS's, and I'm confused.

The SKS has a fixed magazine, so it does not qualify as an assault weapon, so what exactly does pre-ban indicate?

(unless this has to do with replacement of the fixed mag with a removable one)

But if you were to pick one up, and keep the fixed mag, you could legally 'dress it up' ( folding stock, flash supressor, bayonet lug, etc), right?

Bud there is no pre-ban SKS really there was an import ban in 1989 that said certain firearms under section 925d (3) is illegal so under that section SKS with detaches were banned and it is illegal to assemble out of more than 10 imported parts any of those rifles or shotguns which are banned. So if an SKS was dressed with a folder in 1988 then it can legaly retian that folder and can be repaired lets say a SKS was imported in 1987 set in a ware house and was bought in 1990 after the law was passed then it would be illegal to put a folder on it since it was not on there before the law was passed, because what the law is saying is that after this date none of these weapons can be tampered with after they are bought if they have more than 10 imported parts. Its not like the assault weapons ban were they grandfathered it like a AR-15 bought in 92 then converted with collapable stock in 97 is legal. There is no provision for grandfathering the imported weapons because the confusion in enforcing the law. So in other words if it did not have it on before the date in 1989 when they passed the law it can't have it now, unless you start replacing the imported parts with domestic ones. I have the books I will post the rifles banned from importation with more than 10 imported parts and the 10 parts that the BATF counts.
