Gents,

I re-read the basic rules of this forum but didn't see anything about advertising reloading components for sale or trade. What's the rule?
 
Beware that if you are offering to sell or trade powder (or primers) you will be needing to do some kind of a face-to-face deal. Both powder and primers only ship via hazmat which is not only a (relatively) large expense, but only those commercial shippers with accounts already set up to deal in handling hazmat shipments are even able to ship them.

You can't just walk in to the customer counter with a hazmat and ask them to ship it these days.
 
Some state, like NY, you cannot sell powder to anyone under any circumstances. In NY, it's governed by the Dept.of Labor, not the BATF or the SAFE act, and never was legal. Be very careful about selling powder or any type of "explosive" unless you know all the laws where you live and where you ship to. Hazmat is very difficult for the average person to get around. You'll have to find a shipper to do this for you and the expense won't justify the sale.
 
I would sell/trade only to someone in Colorado where we could do a "face-to-face transaction.

I did not know you could not sell powder in NY. There has been ads for powder on Craigslist. All the gun shops sell powder.
 
They can sell it in NY but they need a permit to sell it. It's issued by the NYS Dept of Labor. I had one years ago (many years ago) when it was needed to buy any quantity of black powder. Just so no one thinks I'm mistaken on this, I recently called them to inquire about selling some surplus powder I have. I was told that I could not sell any quantity of powder to anyone, under any circumstances without a permit to do so. The person at the dept went on to elaborate that anyone selling powder at a gun show was breaking the law. You can also find the info on their website. I looked it up also.

What's 'NY'? Is that something you can eat? Does it come from Commiefornia?

I'm not sure what you said even has any meaning. It's just noise.
IMO, your reply shows no sense of humor :(. Meaning? NY is just as bad as CA in terms of shooting/reloading/guns, etc...
 
No it can't. Higgite just doesn't understand what he's reading. Unless you have a permit to sell it, you can't sell it legally. I've read the entire thing.

It's just not that hard to understand. If you don't understand it, they are more than happy to explain it to you over the phone.

And here I was always told smokeless powder was NOT an explosive. It is a flammable. I don't know NY law, but based on what I have read in this post, it seems to me someone could sell smokeless powder to a NY citizen.
Now, primers are a different story.

I read this to mean smokeless powder is exempt and can be sold in NY

thats how i read it.

451.1 defines smokeless powder as an explosive

458.2 says no person shall manufacture, deal in, sell, give or dispose of explosives unless a license therefor shall have been issued

458.8 Exceptions. Except for the provisions of subdivision eleven, this section shall not apply to smokeless powder.

458.11 No explosives shall be sold, given or delivered to any person under eighteen years of age...

so you can sell, give or deliver smokeless powder without a license as long as you don't sell it to a minor. pretty cut and dried

Seriously, you don't understand English? What part of 458.2 is not clear to you? This is why people get in trouble with the law. 458.2 and 458.11 are two different subjects. Duh!
 
I understand English perfectly. My reading comprehension is pretty good too. They are different subjects applicable to the same Section (458)

Read 458.8. : smokeless powder is EXEMPT. exempt means it does not apply. Sheesh
