For fast production it can make sense. I would use it strictly in units with automatic bullet feed, as getting your fingers mashed by a motorized anything is bad mojo. With a handle you can stop whenever the moment requires, either to avoid mashed fingers or to inspect a cartridge part way through the process. Also, you can feel if anything is wrong, like sizing a steel case that got into the mix.

If you cook yourself a Pizza your not in the restaurant business, if you reload your own ammunition your not in the ammunition manufacturing business.

Yup, its aimed at manufacturers.
Got my letter and properly ignored it since I don't 'Manufacture' with intent for resale, but not until I called BATFE.
How they even knew about me out here in the woods, I have no idea...
 
If a person with an advanced reloading press did have to register, is it just a matter of paying the $2,000 ish annual fee or is there something else involved?
