Please Clarify re: Short Bbl. SGs

I am told they require a $200 transfer tax unless they are:
1)Factory made with a sub-18" barrel AND
2)Are provided with a pisol grip ONLY (not a pistol-gripped full stock)
Those two conditions render them AOW(Any Other Weapon), meaning a $5 transfer. If provided with any sort of full stock, regardless of the barrel's origin, the $200 fee applies. Is this incorrect?
 
Actually you have it right. If a gun has ever had a full stock and it is cut to less than 18" then it is a short barrelled shotgun and transfers with a $200 tax. If it has either never had a stock or came with a pistol grip only from the factory then it can transfer as an Any Other Weapon (AOW) for $5.

However I don't think that the barrel length from the factory is an issue but whether it ever had a stock.
