pistol question

As far as Federal law and most states are concerned, yes, they are the same. Some states do allow 18 year olds to own handguns, though they still can't legally buy them from a Federal firearms dealer.
 
Is a 22lr pistol under the same category as say a 9mm or 45 apc in that you have to be 21 to own?

You are asking two separate questions. Yes, a 22lr pistol is in the same category as say a 9mm of 45 ACP. However, in most states you only have to be 18 to own one if you buy it in a private sale or receive it as a gift.

Since I figured out you are in Minnesota, your age limit is 18.
