Pistol Permit age in NJ

Do you need to be 18 or 21 to get a pistol permit in NJ? I can't seem to get a clear answer on the internet. I know 21 is for purchasing at a dealer but what about face to face transfers?

No person under the age of 18 shall purchase, barter or otherwise acquire a firearm, and no person under the age of 21 shall purchase, barter or otherwise acquire a handgun (unless the person is authorized to possess a handgun in connection with the performance of official duties per N.J. Rev. Stat. § 2C:39-6). Section 2C:58-6.1a.

^ That. Bear in mind that you need a Purchaser's ID card before you can apply for a handgun purchase permit, and each will take several months to process. Get the FPID before you turn 21 so that you can get started on the handgun application as soon as you do... or you'll be closing in on 22 by the time all the paperwork comes through.

Face to face transfers for handguns in NJ still require a FFL, at which point you'll be rejected.
