Pin/ Weld Muzzle Brake

Hello all, I live in NJ where I must weld and pin my muzzle brake. After reading here, I decided to pin it, and MIG weld the pin hole closed. When I finished my weld, I have what appears to be a perfect bb size weld blob where the hole for the pin was. It actually came out smoother than I usually weld.

My question is, am I required by law to grind the weld to the countours of the rest of the brake? Or can I just paint the weld as it is and call it a day?

I don't see what you would be, since it requires a weld, and that plainly shows that it is. The only reason to grind it flush, is for looks.
 
Federal regulations do not require it to be ground.
NJ may have state regulations that are more strict, but I am aware of none (and doubt they would require it to be ground).
