Pennsylvania Update on Story Above

Breaking news has come into FOAC that Democratic State House of Representatives Member Louise Bishop is circulating a memo indicating that she intends to reintroduce her past legislation that would create a similar system of “Ballistic Testing” for firearms and ammunition here in PA. The past session legislation, HB 246, was not popularly supported and hopefully will not be this time either especially in light of the misdirection of scarce funds to elitists agendas instead of helping local and state police acquire real crime fighting tools to prosecute “real” criminals and not chase loose ends and false leads.

Either she is oblivious to the failures of this type of testing OR catching criminals is not the purpose of this system. Either way her effort demonstrates a fundamental lack of knowledge in the issue and reminds us of the floor debate (on a gun control measure) between Rep. Dwight Evans and Rep. Daryl Metcalfe wherein Rep. Metcalfe asked as to whether Rep. Evans ever read Article 1, Section 21 of the PA Constitution and he admitted that he had not. By the way, both Evans and Bishop are members of the Philadelphia Black Caucus, which overwhelmingly supports every gun control measure in the legislature.

The above mentioned reads as follows.

Right to Bear Arms
Section 21.
The right of the citizens to bear arms in defense of themselves and the State shall not be questioned.

The writer wonders as to whether Ms. Representative Bishop has read or is otherwise aware of Article 1, Section 21.

I do not know how much in the way of public funds New York State has pumped down the rat hole that is this "ballistic fingerprinting" scam however Maryland seems to have so done with about 14,000,000 dollars of public funds (taxpayers money).

That might be alright for them, however I didn't know that Pennsylvania was so flush with cash, that it too could so act. Matter of fact, I was certain that Pennsylvania has all sorts of financial problems. Could it be that I'm wrong?

I live in NEPA, and this is troubling to say the least. It's nice to see stuff like this when part-time police make $7.50 hourly.

So this is proposing that they take my gun(s), fire them, and "fingerpring them" by looking at the round? is that correct?

Ok, now i nick the muzzle. Now what? Or worse, someone else does, and now it would appear the round was expelled from my barrel. THERE another point, barrels are available as replacment parts. If you have malicious intent, get a new one. Ship it to your buddies place in ohio if PA though about this, and wont let a company ship them to you directly.

Answer: No, at least not so respecting the ladies proposal. The "ballistic fingerprinting" she proposes would, I believe apply to newly shipped arms.

Re the rest of your response, "Ok, now i nick the muzzle. Now what? Or worse, someone else does, and now it would appear the round was expelled from my barrel. There have been proposals, as I recall, at federal level, to require the registration and or licensing of parts. Were such as this enacted, that would create a problem re you replacing the barrel, firing pin or extractor in say your 1911 type pistol, to name just one model.

Other than this, and the following departs from my original post, Dan Frankel, State Representative from Squirrel Hill has in the past offered and or threatened to offer legislation that would ban "assault weapons". Of course, re this, based on conversations I had with him, as well as correspondence, he is either unable or unwilling to define that which he seeks to ban. I also saw the text of one proposal. Same again with that.

This sort of situation tends to raise suspicion in my mind, but then respecting the little bit of Russian ancestry I bear, I'm naturally suspicious of "authority".
