I believe the Ohio permit is still pretty new. If the requirements for the Ohio permit exceed the PA permit, reciprocity will eventually happen. The PA permit is easy to get if you have a permit in your resident state (as an official non-resident). I didn't know that until a thread where a guy from NJ was trying to get a PA permit and couldn't.
After I got my TN permit, and since I am a native PA person and frequently traveled back to PA for family, I was certainly interested in reciprocity with TN. Handgun law showed reciprocity. But I decided to call the PA Attorney General's office and check... no reciprocity.
I contacted the TN Attorney General and was kind of blown off. A letter from the TN Attorney General is necessary requesting the reciprocity and acknowledgment that TN accepted the PA permit. I was blown off, but in only a month or so, PA had reciprocity with TN. I like to think that I had something to do with that.
