Out of state shooting

My son moved to Davenprt Ia. The closest ranges are in IL. Does he need a FOID card to shoot at these ranges? Rifle, pistol, accross state line?

It looks like there are provisions in Illinois law for non-residents to possess firearms, but there are many, many restrictions.

Be careful when you're there, you're in occupied territory!
