Out of state gifting

I've got a question, one that I think I know the answer to but I'm going to ask it anyway.

I'm going to be giving a handgun as a gift to a relative who lives out of state. No money is going to exchange hands, and the exchange will be face to face.

Will this still need to go through a FFL, and will there still need to be a 4473 filled out?

I think that the answer is yes. I don't see where that's going to be a real problem from the standpoint of passing the background check, but I'd rather save the recipient the FFL transfer fee if it really isn't required.
 
Yes, it is required. The only way a firearm can change hands across state lines without using an FFL is bequeathment.
