Out of state dealers no longer allowing private shipments?

I have a handgun for sale and a few out of state customers have wanted to purchase. I understand that it needs to be shipped to an FFL in their state and I understand that as a non FFL I will need to use Fedex/UPS overnight shipping.

The odd thing, multiple dealers have now refused to accept a shipment from a non FFL. Is this normal? When I sold a gun to buds a while back it was not an issue for them to receive from me. I've purchased guns from individuals on this forum and had them shipped to my local FFL without issue. Was there a change in law?
 
It varies from FFL to FFL. While there's no law against an FFL receiving a shipment from a private individual, some have chosen not to do so because the private individuals often don't get the required paperwork right the first time, and then the FFL has to go back-and-forth with them. I guess it's just not worth the hassle for some of them.
 
I ran into this problem when I wanted to give a handgun to my daughter in FL. I could not easily locate a FFL that seemed to know it was legal. So I bought her a new one like she wanted. She had a Ladysmith, but wanted something smaller like my KT P3AT so I gave her a Ruger instead of the KT.

Thanks all. I assumed it was more a dealer misunderstanding than a legality issue. The real kicker, the buyer lives less than an hour from meet and shoots at a gunshop / range in his state that I frequent. I called them yesterday to ask about doing the transfer if I brought the gun in and met the buyer at the shop. They told me it had to be shipped to them as they could not check-in a gun brought to them in person. Again, another misunderstanding situation I believe.

I am confused. Why couldn't you just give her the gun the next time you saw her without any paperwork at all.
 
Getting more and more common. A lot of people will simply ship a gun to a FFL without any information as to who the gun is for or who it's from or any other info. Makes a lot of work for the FFL to have to track everyone down and get the necessary information. Having a gun shipped from another FFL will ensure a better chance that the shipping FFL will be sure to include all the necessary information in with the gun.
 
My gunshop in Virginia has adopted this.

Simply put, it's because BATFE is jumping on simple mistakes and attempting to play them into serious multiple felonies for everyone involved.

As the owner of my shop said (paraphrasing to add cursing where it's more appropriate) "BATFE is enough of a pain in the ass to deal with, I don't need this additional !@#$ from them on top of it."
 
bds32, it's a federal law, I believe part of the Gun Control Act of 1968.

Interstate transfer of a handgun requires that it go through a FFL in the recipient's state.

States may add additional requirements, but the recipient state FFL requirement is federal, and will apply in all states.

He knows that. The OP stated that the gun would be shipped to the buyer's FFL. The issue was whether or not the buyer's FFL will accept a firearm directly from the seller, rather than requiring a second FFL in the seller's state as an intermediary.
 
In so many cases where modern or easy to find guns are involved, it is much easier to simply send the out-of-state party the money and let them buy what they want.

Edited to add:

If you want to ship a gun to a dealer (or a C&R licensee), make sure you contact them and have them send you a copy of their FFL. Sometimes someone is told about a dealer and just ships off a gun with no prior arrangements and no FFL. The dealer is then stuck with a gun for which he has no verifiable source, and no way to log it in his book. I have seen that happen in a couple of cases. In one, a son told his father to "just send the gun to X shop and I will tell him it is coming." The son forgot and the father shipped the gun with no return address or anything. The dealer was about to call BATFE and have them seize the gun when the son came in, all apologetic, and asked about "his" gun. That took some straightening out, and was a PITA to the dealer. If the son had not been a good customer, the gun might well have been turned over to BATFE or the police for destruction.

James and Scott are correct. It is legal for an individual to ship to an FFL in another state.

Unfortunately, it is often a huge hassle, and many dealers choose not to do it. The dealer has to log every incoming gun into his books, and that's a hard thing to do when the only information is a smudged and illegible return address scribbled on the box.
 
Have a local FFL holder send it?

None of the FFL's in my area that I use will accept shipments from non-FFL's. Im sure there are small time guys around here that would but the shops won't do it.
