Ordering a SAR.

I'm interested in ordering a SAR-1 but I don't understand the requirement for a FFL beforehand. Does this mean I have to have a FFL in order to buy one, or can I get the info from a local dealer and send that to the seller? I understand that SAR-1's are hard to find since the WTC but will they eventually catch up with the supply?

You don't need to personally have a FFL. Someone who does have a FFL needs to act on your behalf. Check with a local gunshop or gunsmith. A retail sporting goods store that sells firearms is a possibility. You will pay the FFL holder a fee for their service. Almost anyone who runs a business (i.e. has a commercial address) can apply for a FFL. Maybe someone here can help with finding a list of people with FFLs.

I hear that if you call AIM Surplus, they will steer you to an FFL in your area who will do the transfer. Could be anywhere in your state. You call the FFL to let them know you are ordering the gun, and place the order with AIM, directing them to send the gun to the selected FFL.

Or, ask a local gun shop if they will do an FFL transfer for you. My guess is the smaller, specialty shops will be more likely to do this than a large retailer like a Wal-Mart.

The local dealer has to send an ink-signed copy of their license to the company you are ordering from. When the company receives the license, they can process your order. They send the gun to the FFL, you pick it up, pay the FFL fee (and shipping if you haven't already), fill out your yellow form 4473, pass a background check , and take your weapon home.

What I did was call AIM first to see if they had a copy of the FFL's license already. If they don't, you just need to contact the ffl you choose and ask him to send it. If they do, call the ffl first and ask what he prefers you do when ordering a gun. You're using his license, so make sure you do everything the way he likes it to be done.
