optimal short barrel length for 9 mm?

Is there a short barrel length for the 9 mm beyond which it starts to loose significant power? I know that for .45 auto, shorter than
~4 inches, and velocity starts to degrade pretty rapidly.
 
I read somewhere that a 9mm in a snubbie (e.g. S&W 940) had more steam comming out of teh barrel than a .357 in a barrel of comparaable length. 9mm seems to do OK in a short tube, but I'd spculate that it probably doesn't do too well in anything much under 3". Anyone know the barrel length of a Keltec P-11? M2
