I'll take a stab at this one.
The biggest risk you take when purchasing a parts FAL (or any other parts gun for that matter) is you don't usually know who put it together, or what kind of problems it may have.
I have a parts FAL (L1a on Imbel receiver), but I'm friends with the previous owner of the weapon. So I knew that it functioned perfectly. So when I had the chance to buy it, I went for it with out hesitation.
In this case it is coming from Oleg, and he says that it works. And since it is Oleg, I would be inclined to take him at his word. I'm sure if you bugged him about it he would tell you about approximately how many rounds he has put downrange, how many malfunctions, and what his group sizes were.
Hesse receivers have a bad reputation, mostly because it is hard to make them work right. But once again, if the receiver is on a gun that works good, you should be okay. Do a search at

Other than that you just have to look at the price and decide if that is what you want to pay for it. Prices for parts guns vary greatly. I got mine for a steal.
