Only getting 7 in the tube on a 590 Mariner?

What's up? I have a wolff extra power factory 590 spring, factory follower, and standard 2 3/4" length shells. Still can only get 7 in the tube when the gun is clearly an 8+1....

brand of ammo doesn't matter...gun and mag tube are clean as a whistle. could this be the fault of the Wolff spring?
 
Could be the spring, could even be the ammunition.
Just because the shell says it's 2 3/4 doesn't mean much; as that's the length after firing. There's up to 1/8 difference in unfired length between some brands of shells and others. Multiply a small difference of 1/16th inch 7 times and it becomes significant enough to prevent the last shell from entering if the length of the mag tube is 'tight'.

As an example, my 930SPX dropped from 7 shell capacity to 6 when I switched to Federal LE132-00. The added length of the stacked up Federals were enough to stop that last shell. Switching to the spring from a Mossberg 500 restored the capacity to 7 in the tube.
