One in the chamber.

I don't know of any police depts. that would not allow an officer to have a round chambered to do otherwise would be suicide.

As far back as I can remember even when I was an LEO as a deputy in California it was SOP.
 
When I belonged to the Department of the Army they frowned upon me carrying a weapon with a round in the chamber.;) :D

Organizations that prohibit chambered carry 1) are really not expecting a serious encounter and 2) are more afraid of their people shooting themselves than they are of them being shot in the encounter they don't expect anyway.

Famous words - from Pearl Harbor investigation, but apply as you wish:

"If someone had warned us an attack was coming we would have been prepared for an unexpected attack."

I also don't know of any Police Departments that don't let you carry one in the chamber, with the exception of the Mayberry Police department.:D Other than that, they even let "real world" Barny Fifes carry one in the chamber.

Think about this from a slightly different angle.

Suppose you are making a "routine" traffic stop and your intuition radar goes off. Normally you simply unclip your holster strap and proceed. Now, without one in the chamber, you remove your gun from your holster, rack the slide and replace the gun or not as you choose. What kind of message does that give to the person watching you do this? That person may be only guilty of going 60 in a 45 zone and that's all. If you don't give them an immediate heart attack, they may just decide to peel out thinking that is their best chance of survival from this rogue cop coming up on them. Instant felon.

On the other hand, if your intuition was correct and you don't rack one in, you could be dead about 5 seconds later.
 
If you get wounded in one of your arms before you can ready your weapon, you will look pretty silly on the ground trying to rack your slide. Carry one in the pipe or don't carry.

And although shotguns and rifles are required to have empty chambers while stored in the car, policy says they are to be chamberd upon removal. (Unless for storage, cleaning or such)

After all, what good is a gun that doesn't go bang when you pull the trigger?
 
Put it this way I don't know of an agency that would not disipline your for not having a round in the chamber. You will carry your weapon loaded while on duty. A empty chamber is an empty weapon.
