Once fired brass with crud on the inside.

I was recently given a batch of once fired brass (.38 Spec.) that has deposits of "residue" on the inside. It is a small amount that forms a ring around where the base of the bullet was. It remains after dry tumbling for three hours but will scrape off which is time consuming. Has anyone experienced this? is it safe to reload and fire without further cleaning? I assume it was some kind of sealant used by the manufacturer for moisture proofing.
 
I would think you are completely correct that the ring is just a sealant and should present no problem reloading as is. There is a current thread "Removing sealant from pulled bullets" I think the name, wherein responders offer liquid disolvers for removing sealant from bullets that should also work to remove the sealant from brass if you would like to give that a try.
 
I've never seen "sealant" on any ammo that wasn't military

I'd think it's corrosion or a lube of some sort
