Old Army Conversion

Posed this question on the Black Powder forum but no response so I pose it here. Saw advertised in a freinds magazine a drop in cylinder for a Ruger Old Army 45 bp that converted it to 45 Colt.
Anybody here try this or know someone who did? How'd it work out? Thanks.
 
The one I have is made by

R&D Gunsmithing. It is a drop in conversion and works like a top.
Simple and easy to use, simply remove cylinder from gun open backplate(which contains six seporate firing pins) and load with 5 rounds. Replace backplate and replace cylinder in gun. Fire gun as usual. Mine evenn hits to POA in my vaquero Old army. Best money I ever spent.

I'll probably get in trouble for saying so, but that sounds like manufacturing a firearm to me. The Old Army is a percussion revolver and thus not a "firearm" under federal and many state laws. But if you convert it to use fixed ammunition, it seems to me you could have a legal problem if anyone wanted to push it.

This was addressed in an article I read. The author said the ATF was Ok with adding a .45 LC cylinder to the Ruger Old Army's bag of tricks.
A friend has a similar device for a .38 caliber BP revolver and that passed muster too.
