NY Pistol Permit Question

Hi, I have a Pistol Permit from Broome County NY, and I have am wondering if anyone here has a permit from different counties in NY. I know the purchase coupon system can vary depending on the judge. In Broome, the situation is particularly crappy. When I purchase a new handgun, before I can pick it up I have to go to the sheriff's office and have it added to my permit. Ok, fine, I can deal with that I guess. I then have to wait about 1 week for the Judge to sign and return a purchase coupon. This is the bummer. What is it like in your county? I know some counties give out 1 coupon ahead of time so you can pick up a gun right away. And I also have heard of other counties that will give you a coupon right away when they add it to your permit. Right now I'm particularly upset, because apparently the lone judge in the county that can sign my coupon has decided to go on vacation for 2 weeks. So I get to sit here dreaming about my brand new 44 mag super redhawk for 2+ weeks.
 
Suffolk...

1. Go to gun store, pick and purchase gun. Copy down info.

2. Take info (model, S/N) to SCPD Pistol Permit Office open M-F 9-5 and late on Thursday (8:30 I believe).

3. Pick up form fro SCPD office and drive back to gun shop to get gun (I think the form is good for 48 hours).

4. Pick up gun at gun shop. Shop completes form and gives part back to you.

5. Take gun and your part of form back to SCPD so they can confirm you bought the right gun and add it to your permit. Must be there before that form expires...

One gun I purchased was at a shop 30+ miles from the office. That is almost 100 miles of driving that needed to be done with visits to the office during hours that requried me to take a half day off work.
 
I live in Tioga but have my permit in Greene county. I just recently purchased a handgun and after all was said and done it took me approx three weeks to get all the paperwork done. Gun Control sucks here. That being said I was fortunate enough to have a judge who granted me full carry so I think it is worth the hassle to keep it in Greene.
 
Monroe county , rochester NY

Go to friendly neighborhood gunshop. Shoot the breeze with owner for a while. write a check to him, he calls the NICS and runs the background check.

Take receipt of purchase downtown and fill out the paperwork to add pistol to permit, pay $5 IIRC and sign a few documents that state you are not currently a fugitive, or under a restraining order, or a felon, or have any court action pending against you in a domestic situation...

They give you a coupon and you go back to store, shoot the breeze for a while longer and turn in the coupon.

Take pistol home and treat it with love and affection.
 
Have xperience with Cortland and Cayuga Counties. Cayuga was almost walk-in and out. Cortland has always had the ticket done in less than five days. They even will mail it to your home at no added cost; or call you when it's ready for pick-up.
 
Erie County

I just got my CCW in Erie County (Business Carry); it's the same process you describe except you go down with the receipt for the purchased gun to the Pistol Permit Office (a County Office) - then I think I waited a couple of weeks for the permit - plus the coupon.

I originally put the permit application in in mid-July, so it was 9 months here for me until I had the permit in hand ( I had asked for Unrestricted Carry - but that was denied and the Business Carry approved instead.) All 4 of my references were interviewed by Police over the phone, I also was, and then there's a face to face with an officer of NY Supreme Court as well.

My question: is this "coupon" process the same for every gun you buy, or only the first? Anyone know that?
 
It has been the same for all of my handgun purchases, you have to take the bill of sale to the CC office/ pistol permit office, add it to your permit, and get the coupon to actually pick it up.

You are required by the rules governing permits to alert the issuing authority within a sset number of days if you have a change of address. The case can be made that as you are no longer a resident of Greene county the permit is no longer valid. The "Valid for Life" is not a blanket statement. You must still comply with all the criteria that allowed that permit to be issued. One of those criteria is address.

Every county handles the permit system on their own. Your NY permit from one county MAY allow a quick transfer to another county but they can, and some places like Nassau have, make you jump through a whole set of hoops.

If an issue ever comes up with a shooting you are also in a very weak position by having a permit which could arguably no longer be valid.
 
Saratoga County here. Just took 2 weeks to get my coupon after dropping off the reciept from a purchase to put it on my permit. Some counties around here used to be instant signatures on your ammendment form so you could go back and get the gun right away.

Honestly man, I could never live there. Perhaps Trump and his politically connected carry permit are happy but I will have nothing to do with the place.

Musketeer you should describe the demeaning procedure for obtaining a "Pistol Permit" in Suffolk county. Want to know what it is like to be treated like an untermensch in a communist "Peoples Republic", Apply for a pistol permit in Suffolk county. The employees there are such paragons of public service you will most certainly come away from the experience with a sense of pride in your government and secret pol....police department.[/K80rant]
 
Suffolk County PD also staffs the pistol permit department with an interesting crew. At least one I know should be on rubber gun duty and is an alcoholic who has had issues with half his block and a wife that fled the house with the children. This is the guy who gets to decide if I can exercise my rights...

Process...

Fill out multiple duplicate forms and provide several photos of self.

List every address and job you have ever had with contact info.

Provide 3 (?) character references who are county residents and have known you for at least a year... guess if you moved here recently you are SOL.

Schedule an appointment for your interview. They will determine if you are a nut job and take your prints. They then will inform you that any juvy records will be openned and that they will contact your wife and possibly neighbours. When my father did his they called a couple people on the block to see if they trusted him to have a handgun. Just like the call to your wife if anybody says no you can be denied, neer told the reason and be unable to contest it (sure you can appeal but it will come down to reports of your instability that can not be revealed). My neighbors were not called but my wife was. She was told if she didn't want me to have it I would be denied and never told why.

Pay a couple hundered dollars ( I think it is almost $200 now).

After 3-6 months get the call that you have been graced with a Restricted Sportsman's Permit for CCW to and from the range and hunting (as well as to eat or meet others on the way to or from.) Restriction carries no weight of law but can get your permit pulled.

The officers at the pistol office do not even know their own laws. On the board was a Glock for sale with hi-cap mags. One person asked the officer if it was legal, he responded "yes but if we catch you with it loaded over 10 rounds we will arrest you!" The answer is legal if pre ban, illegal if post ban. Pre ban can carry as much as you want and not be illegal.

The handbook they give you tells you it is almost impossible to take your handgun with you to another state on vacation. The truth is you can take it to almost every other state on vacation AND have an easier time getting a valid non-resident CCW for most of those states.

Suffolk is bad.

Nassau is worse.

NYC is unbelievable!

I also live in Tioga County. I believe historically the local judge will give you a Tioga permit without restrictions if your original permit is. But you will have to emphasize that when you apply for the transfer otherwise they will try to slip it in.
 
Addendum to Musketeers post above Re Suffolk County.

Requires four references who are not relatives, do not live in the same household and cannot be police or other Law Enforcement Officers. The four references have to SIGN your application!!!!

Submit fingerprints, including a set to obtain your military records!

Wait the entire six month period to the day, even if the application and vetting process is completed earlier.


Then there is the fun of being at the range, having the pistol squad come in and check the serial numbers of the gun you are shooting against the numbers listed on your permit. No match,better have a good explanation. (Did I mention that all handguns must be listed on your license by serial number)

They list guns by the manufacturer, eg Colt, S & W etc.

I bought an E German Makarov, they had to have a conference to decide how it would be listed on my license. Finally listed it as a German??? No Makarov, just German, then the serial number and caliber and type (Auto/Revolver)

When I purchased a Israeli Surplus Hi Power they listed it as an FN.

When I went back to add another gun the detective looked at the permit and asked "Whatinhell is an FN?"

Demeaning, and no way to treat citizens.
 
I grew up in Saratoga county

And left there over 30 years ago. It has, apparently, gotten worse. I had a pistol permit (at age 18!), which required 5 sets of fingerprints, 4 photographs, and 3 character references. Guns were listed on the permit by maker, caliber, ser#, and barrel length! Permit valid until revoked, valid throughout the entire state, except NYC. The amendment process was fairly simple, you went to the shop with the form, filled out the details, sent it in with $10 (I think), and got it back in about 2 weeks. Then you picked up your gun.

As I said, I left over 30 years ago, but the State has a long memory. About 5 years ago, I got a letter from Saratoga County, stating that since I was no longer a NY resident my permit was no longer valid. They wanted to know what happened to the guns on the permit, AND, they wanted the permit BACK!

Anybody want to guess what I told them?:D

Where do you shoot? I never had that happen but they did check the SN on my weapons at the counter at the Brookhaven town range. You are not allowed human shaped targets there of any type so I go to TeeDee.
