Your frined though is a retired NYPD officer. He should be checking into HR218. If he gets himself qualified with the NYPD he is, even retired, legal to carry concealed in all US states and territories, including Washington DC. Again you can get this info at www.packing.org
He checked with the PBA, and they told him that because there are so many loopholes in the laws, they are recommending to their people not to carry or transport over state lines for any reason.
