NY FFL rules for out-of -state gun sales

Is anyone familiar with the regulations regarding the sale of handguns from NY to another state. I was told by my local gun store owner that it requires FFL to FFL. In other words, he says that he would have to ship the gun from him to another FFL in the other state and the buyer would have to pick up the gun at his location. Anyone know if this is true?

I hope this is not a stupid question!!!

As I understand it that's the general rule not just NY. And you have to conform to Gov't shipping rules and the shippers [UPS etc] rules too.
