Well, I would say 'boneheaded' adequately describes those who are afraid of this program because of the NRA label.
They hate the NRA so much, they'd rather see kids die than have them learn gun safety from the NRA.
Actually, 'boneheaded' really isn't adequate. Cynical, bigoted and paranoid are more like it.
