THIS WEEK'S U.N. GUN BAN CONFERENCE UPDATE

With the "U.N. Conference to Review Progress Made in the Implementation of the Programme of Action to Prevent and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspects" wrapping up today, here is a review of the past week's events.

Day Five, Friday, June 30: Non-governmental organizations (NGO's) made statements to the meeting. Mary Leigh Blek of the so-called "Million Mom March" made an emotional anti-gun speech to the delegates. Pro-gun groups also made presentations. Japan made an extensive presentation on gun destruction programs. Other countries continued to push the idea of international regulation of ammunition and additional U.N. meetings until at least 2012.

Day Six, Monday, July 3: Day six of the Conference saw innumerable speeches and very little action. The President of the Conference, Ambassador Kariyawasam, from Sri Lanka, released another draft version of the Conference report. The draft again pushes international regulation of ammunition and again proposes U.N. meetings on small arms up to and including 2012. After substantial pressure from NRA, the Conference did not meet on July 4!

Day Seven, Wednesday, July 5: The issue of U.N. regulation of civilian firearms raised its ugly head again on this day. The move was led by Mexico, Colombia, and, of all countries, Canada. Many observers were chagrined that the Canadian delegation would take such an anti-gun stand since there is a new Conservative government in Toronto. Canadian disarmament bureaucrats seemed to be running the delegation. The U.S. held firm on the issue of civilian firearms. The meeting bogged down with little or no resolution of major issues and temporarily adjourned at 6:00 p.m., with an arrangement to come back at 8:00 p.m., and work into the night.

Day Eight, Thursday, July 6: Diplomats continued to battle over key issues as the Conference entered its next to last day. Delegates again agreed to meet in an 8:00 p.m. evening session, with some saying that if agreement could not be reached, the Conference would be deadlocked. The concept of U.N. regulation of civilian firearms seems to refuse to die, even though the U.S. is adamantly holding the line on the issue. The last hours of the Conference were looked upon as the most dangerous time by NRA's team, which closely followed the evening's events.

Day Nine, Friday, July 7: With the Conference ending today, NRA will continue to closely monitor and report on all developments.

If it's one thing we pride ourselves on in the Grassroots Division it's constantly evaluating our programs and publications to ensure we are providing our volunteers with information in which they are interested and that they can use.

The major change in the newsletter will be that we will be running more stories on grassroots activism. Among the types of stories you will be seeing more of in future issues of "Freedom's Voice" are:

· Information on new Grassroots programs and updates and improvements to existing ones, and more.

In short, we are going to work to transform "Freedom's Voice" from an expansion and regurgitation of stories of interest from the Friday Grassroots Alert, into a pro-gun grassroots activist road map!

We will still be reporting on stories of interest, and will work to expand upon stories you may have seen previously in the Friday Grassroots Alert. However, with the continued streamlining and improvement of NRA-ILA's electronic communications abilities, we want to fully utilize these opportunities to affirm and improve upon what you, and NRA, does best--grassroots activism!

YOUR ACTION IS REQUIRED ON THE FOLLOWING FEDERAL LEGISLATION

There are a number of pro-gun bills pending in Congress that require your action. Please review these legislative initiatives and be sure to contact your U.S. Representative at (202) 225-3121, and your U.S. Senators at (202) 224-3121, and urge him or her to cosponsor and support these measures. Additional contact information can be found using the "Write Your Representatives" feature at www.NRAILA.org.

. H.R. 5092-This bill would improve BATFE's process for punishing the few FFLs who violate the law, and it would establish guidelines for BATFE investigations. This bill was drafted in large part to address recent BATFE abuses at Richmond, VA-area gun shows highlighted in hearings before the U.S. House Judiciary Committee's Subcommittee on Crime, Terrorism and Homeland Security.

. H.R. 5005-This measure will codify congressional policies, roll back restrictions, and correct errors in federal firearm laws.

. H.R. 5013/S. 2599-Legislation to prohibit the confiscation of lawfully owned firearms during states of emergency. Would guarantee legal recourse for victims of illegal gun seizures.

. H.R. 1384-This bill would remove several antiquated and unnecessary restrictions imposed on interstate firearms business since 1968.

. H.R. 1288/S. 1082-Legislation to repeal the draconian D.C. gun ban and restore the right of lawful District residents to own firearms to defend themselves and their families.

. H.R. 4547/S. 3275-Legislation that would allow any person with a valid carry permit or license issued by a state to carry a concealed firearm in any other state if he or she meets certain criteria. Importantly, the laws of each state governing where concealed firearms may be carried would still apply within its borders.

NRA-ILA "MIX N' MINGLES"

Much is at stake in this year's elections; we will decide if we continue to move ahead on the path of pro-gun reform, or, if we will descend to the dark Clinton-Gore years. In order to ensure continued success for the Second Amendment, we must elect pro-gun lawmakers to office this election season.

To ensure victory for our pro-gun candidates this election year, NRA-ILA will be hosting FREE NRA-ILA "Mix N' Mingles" across the country. These events will provide NRA members with training on what they can do locally to propel candidates to victory this election season. The meetings also provide attendees the opportunity to meet and socialize with lawmakers, candidates, and their staffs; NRA-ILA Headquarters staff; and fellow area NRA members--and to earn FREE NRA fraternal items such as hats, pocketknives, buttons, etc. "Mix N' Mingles," including materials, food, beverages, and NRA items, are FREE!

GEORGIA
The 2006 Primary elections are being held Tuesday, July 18, and advance voting starts Monday, July 10, and ends Friday, July 14! LOUISIANA
On June 30, Governor Kathleen Blanco (D) signed HB 1097, by Representative Eric LaFleur (D-38). This NRA-backed legislation grants civil immunity to crime victims who lawfully use force up to and including deadly force to protect themselves against a violent attack. HB 1097 is the companion bill to HB 89 (also by Representative LaFleur), the NRA-supported "Castle Doctrine" bill, which created presumptions in law for the use of force against intruders in your home, car, or place of business, and explicitly states in law that you have no "duty to retreat" from criminal attack if you are in a place where you have a legal right to be. HB 89 was signed by the Governor on June 2, and both bills take effect on August 15.

NEW JERSEY
Governor Corzine (D) and the New Jersey legislature reached an agreement on the state budget Thursday afternoon allowing the legislature, along with proposed anti-gun legislation, to go into summer recess. During the recess, NRA will be working with House and Senate leadership to defeat these proposed bills. Please keep checking your e-mail and www.NRAILA.org for updates.

NEW YORK
Mayor Joseph Delfino (R) and the Common Council of the City of White Plains has proposed an anti-gun local law, Introductory Local Law No. 3, which affects businesses and owners of air pistols and air rifles, also known as BB or pellet guns. A public hearing has been scheduled for August 7, 2006. Introductory Local Law No. 3 would require any person who sells, possesses or transports any air pistol or air rifle to obtain a license and pay an annual fee in the City of White Plains. Violators of this local law will be guilty of a misdemeanor and may have to pay a fine or serve jail time. In order to stop this proposed anti-gun legislation, attendance at this public hearing is needed! The public hearing is August 7, 2006, at 7:30 p.m., to be held at the Council Chambers on 255 Main Street. Please contact Mayor Delfino and the Common Council members immediately at (914) 422-1411 and ask him or her to oppose Introductory Local Law No. 3.
