"non-1911 Cocked and Locked 45"
Sort of a toughy, but ...
... before Smith made their 945 they made a 745, a beautiful blue/stainless single-action version of the 2d Gen. D/A 645.
Certainly fits the description of a "steel-framed .45 that is not a 1911" clone.
On the "cocked & locked" part, however, the 745's "safety" lever, when engaged downward like the standard Smith slide-mounted lever, actually rotated a "block" into place that prevented the hammer from striking the firing pin .... BUT the hammer, although cocked and even with that lever engaged, could still be dropped against the blocking mechanism if you pulled the trigger. Sort of "cocked & blocked" but-not-really-locked-back situation, like we typically think about with "C & L" on a 1911.
I guess you could carry a 745 with the hammer cocked and the safety lever engaged, but my understanding is that this gun was set up and marketed for targets or competitive shooting events, not concealed carry. OTOH, I saw a picture of one once that someone had customized - low mount night sites, dehorning, etc., (maybe Novak's) - so with enough $$$ you could probably have a talented 'smith turn it into a great carry piece.
