Nikon FXR problem on Blackhawk

Couple years ago I put a mount on my 41 mag 6.5" NMBH. I never could get it to group well--and eventually the elevation "lost it" on my scope--meaning even with the elevation turned all the way up to the maximum--the groups are low. Here is a group I shot at 23 yds this morning with the turret turned up as far as it could go and I was still impacting about 4" below POA:



It seems to work fairly well otherwise--I'm thinking as a last resort before contacting Nikon putting some shims in the rear scope ring to create a bit of a down angle--does this make sense?

Another possibly related issue--a friend who is big into ruger revolvers told me that often the cylinder throats are overly tight--creating accuracy issues for the bullet when jumping to the forcing cone. I dida drop test of bullets and the xtp and nosler jhp went through with a gentle nudge--but the lead cast bullets--no way could I get them through. the group above was shot with xtp's. Is this something I should look into?
