First post. Looks like i'm going to be able to buy some rifles for X-mas. Thinking of buying a M1 Garand from CMP and probably a Romanian SKS (tight budget). Does it make a difference if i have a C&R license? Is this license restricted to gun dealers? Appreciate any feedback on the choice of rifles and clarification on C&R license.

First off, welcome to TFL!
The issue of a Curio & Relic license is one that only you can make. A C&R allows the licensee to purchase firearms that are on the BATF's C&R list only. It does not fully replace an FFL. So if you wish to purchase a title I firearm, such as a Springfiled 1903 or an SKS, if it is on the C&R list you may do so without the aid of an FFL and have it delivered to your residence or business. Title II firearms and DDs still must be purchased through a Class III dealer(IIRC). Go to http://www.atf.treas.gov to find a listing under Curios and Relics. This is a very detailed listing of which firearms (sometimes individually listed, by serial number) are classified as C&R firearms.

Welcome as well. I can't comment on your selection of an SKS, but I can on the Garand from the CMP program. I love mine. You may have already shot someone else's, but if you haven't you will really like it. I also think the CMP program is the way to get one too. Check out http://www.fulton-armory.com/indexf.htm and the links listed for more info. Good luck.
