Newbie question on triple 7

I was reading the Hodgdon website, and in the triple 7 section,
it stated Donot make reduced loads using corn meal, inert wads to fill the gap between bullet and powder.
They also say do not leave an air space between powder and Bullet.
Since it is dangerous to leave air space or to fill an air space, I'm guessing that you can't use a reduced load in a cartridge. Correct? Or am I reading this wrong.

You can use an over the powder wad, but the case has to be filled to capacity.
Hodgdon's reloading manual has an extensive article on Triple 7's applications and includes load data for cartridges, and front stuffers.
