Does anyone know the procedure for a New York resident with a NY permit to buy a hand gun from a private citizen in Pa ?
 
PA resident has to ship the handgun to a NY FFL. Then you go to the NY FFL and do the normal paperwork to receive it.
 
Thank you for the information, I appreciate it. Its just too bad that he is only 2 hours from me and we will still have to go through mail and ffl fee's.
 
Technically any handgun across state lines follows that procedure. NY permits have a load of documentation requirements that ensure the proper practice is followed to get it on your permit.

DO NOT walk into the pistol beaureu in NY with a handgun not on your permit or without a purchase document issued for it already in hand or you will not leave said office freely.

some wont accept a package from a non-ffl

it isnt a law, as such, but their perogative

some ffls will accept from a private person
some wont

The seller may have hoops to jump through also. He should consult the laws of PA governing sale of handguns between private citizens. In CT, for example, also just a short hop to NY, I have to verify a purchaser's eligibility to receive the handgun and file paperwork with the state immediately upon sale. I may also have to run the NICS check, although i don't know how.

Another example of the ridiculous patchwork of different and conflicting firearms laws from state to state that cries out for standardization, just like concealed carry.

Of course, none of these laws apply to criminals who would simply purchase the handgun off the record and bring it back home. I sleep better at night knowing these laws keep us all safe from the other law-abiding citizens and fellow lawful gun owners.
