Will the back ground checks on ammo purchases include reloading supplies, such as primers, powder, cases and bullets ?

The ammo back ground check has stalled, they do not have a system in place for it. Let's hope for a good resolution from the Tresmond team's lawsuit before they can implement the ammo back ground check provision.
 
I feel the ammo check is nothing more than an attempt to find out and keep a record of what caliber guns a person has by the ammo they buy. Something like a back door approach to registration.
 
In case you haven't heard, the ammo background check has been postponed until the State Police have a system up to do it. I hope the programmers are shooters:D

LGS owners are not happy because doing the checks will take time away from other customers. This is harassment, pure and simple, because there is no way that it will prevent anything.

The State Police are not currently working on a program, they have stated they do not have the man power or the funding to do ammo back ground checks.
 
I don't believe they are trying to find out about the guns one has. I do believe they want to see if anyone is building a cache of ammo... you know, if you buy more than 1000 rounds in a given time you must be a terrorist wannabe and will go on some kind of watch list. Scary stuff.

That's certainly good to hear and not really surprising. I'm pretty sure SAFE wasn't really funded. Unlike elected sheriffs, the State Police kind of have to do what they're told. I don't think many police really want to have to deal with something that has no chance of being effective but does have the real issue of someone getting shot when they try to confiscate guns or ammo. They are also more likely to understand that people by 1000 rounds at a time because it's cheaper and we shoot a lot. Not creating a system and saying it's because you don't have the resources is a safe way to tell Cuomo to go pound sand.
 
Announcing that you and your friends will break the law is a wonderful way to make yourself a test case for the system.

Ammo Registration

Even tho your ammo purchase is not checked/approved by the state, the information required by the "SAFE" Act must be recorded and maintained by the seller. This includes name, address, DOB and occupation, as well as ammunition amount, caliber, manufacturer/brand and any ammunition identification numbers. This record must be retained by the dealer.

The purchase approval was to have been performed thru a NICS check, but the Feds notified New York that NICS was for firearms purchases only.
