New York Carry Confusion

I currently reside in New York and am waiting for my pistol liscence. I will have the restrictions, "hunting and target," on my liscence. I was informed by a shooting instructor that New York is a "carry" state and that the county I live in places the restrictions on the liscence. What I want to know: Is it allowable/legal to carry on my body, loaded, of course, as long as I am abiding by the restrictions on my liscence, which means that I would be on the way to or back from a range or hunting. "Can" I carry fully concealed? "Must" I carry fully concealed?" Or does the pistol have to be locked in a case separate from the ammunition? I was under the impression that I could never carry on my body, but when I recently heard that I could, I thought I might be able to find someone in LE or another expert on this forum who could clarify this issue. JFree: I am also a NY resident and have had a permit for about 18 years. I am not a lawyer, and you should request a booklet from your county which should clarify your questions. That said, it is my understanding that you can carry, on your body, (that's what carry means)your pistol, to and from your range and hunting. It is my understanding that these restrictions (which are rather unique to NY)are administrative restrictions, i.e. violations of them are not felonies, but administrative violations, and depending on the circumstances, if you were found to be carrying outside of the restrictions, you would probably lose your permit, but not be charged with any crime. Once again, if you can find an attorney with specific knowledge of NY firearm laws, it would be worth it to pay for an hour of his/her time to get fully briefed. It is also my understanding that if you tried to say "I was just coming/going to the range. . " you would have to prove that. What range do you belong to? Do they operate at the hours your were found to be carrying? If you are claiming to be coming from, then they would want to see your name on the sign-in sheet, etc. I believe these restrictions were recently challenged in court as unconstitutional, but the case was lost. Also try the NYS Pistol and Rifle Assocition,---I'm not sure if that's the correct name, but it is a NRA affiliated state group that may have more definitive answers.
 
There are two types of permits in NY state; the Concealed Carry permit, which has the C prefix, and the residential-only permit, withanother letter prefix, can't recall what that is.
The C prefix, even with the restrictions, is still a concealed carry permit. You can carry concealed to and from the range. Make sure you have some ammo and targets in the car to support that story.
The most that can happen to you is that you can be reported to the issuing judge for carrying against restrictions, which can result in the permit being yanked.
 
You need to get your first permit, then upgrade it to full carry. There is a book written on NYS gun laws. They are so confusing & contradictory that all they could do was find a way to walk between the lines. The restrictions are illegal but thy've gottn away with it for so long it cannot be changed. The NYS R&P isn't very effective but you should be a member regardless(NRA Too!). Come to think of it NYS government is run by a Tribal Cabal Of "Pataki, Bruno, & Silver" nothing gets done without them wanting it. I'm told only an NYS CON-CON can fix it. If you are in NYC you need an NYC permit. An upstate permit doesn't cut it. Jail(maybe) & 7K in legal costs plus loss of the gun, to ya! Get your NYSR&P membership & they can explain all the in & outs of this crazy mismash of Bigoted laws to you. If you are near putnam county try this guy.
