New Ruger Single Ten problems.

I am wondering if anyone else has had this issue? I recently purchased a new Single Ten for my son, with the cylinder loaded it would drag. It was dragging enough that my son did not have enough strength to index the cylinder. After an inspection you could see brass being left behind on the frame. I contacted Ruger and have since received the "repaired" revolver. They did some filing on the frame and they replaced the pawl. The problem is not fixed and I am not sure what to do now. Besides returning the gun again, what could be a problem that I am missing?
 
Different brands of ammo have different rim thicknesses. If the frame is rough and your ammo has thick rims, it could cause the problem. I'd try a different brand of ammo.
