New ruger all weather, rough bolt

I bought this new ruger m77 all weather last week and didn't really notice how rough the bolt was until I got it home. I've went through the action and I haven't found any flaws and it's been lubed with quality lube. I've cycled the acting so many times I can't count anymore. I can honestly say more then 500 times. Still rough, I've even gone to the point of using fine lapping compound and cycled it a few times. Helped some what but its still really rough. I've got another m77 and its butter smooth, nothing like this all weather at all. Does anyone have a recommendation on what to do from here?
 
Some Rugers are worse than others. The All Weathers tend to be worse than the blue versions, but even they can be a rough. They do get better with use, but none I've ever owned were as smooth as other brands no matter how long I owned them or how much the action was cycled. As a rule I like Rugers, it is just one of those quirks that leads me to have a slight preference for Winchester. But it wouldn't stop me from highly recommendiing a Ruger. They would be a very strong 2nd place finisher for me, especially if price is a consideration. For the difference in money, it is one of those things I can live with.
