New recoil pad

So I have a marlin guide gun which needs a limbsaver pad,when taking off the factory pad I found this:

It looks like two of the four holes will line up with the new pad, my question is should I fit a dowel into the other two holes or just leave them. My concern is the screw stripping out because of the hole next to it.

I would use the holes as they are, as they must have worked for the factory pad. If they strip out, then you can repair it.

I made a habit of filling any "extra" holes I would find when doing a recoil pad.

Fill the extra holes with epoxy if you're concerned. You can always re-drill if you need to.
